No name on this table is linked to a bookmaker. A publication that refuses to list a book and then sells the click anyway has not refused anything.
What removed them

- Mozzart Bet stopped accepting Ghanaian players and is absent from the Commission's current register. The brand is still searched for, which is why it has a page rather than a 404, and that page says plainly that there is no product to open.
- Published cash out longer than the bar: six
- Every one is licensed and trading. The published figures run from 45 minutes to 3 hours, against a bar of 30 minutes.
What this page is not
It is not a blacklist and nothing on it is an accusation. The shared research file records, for several of these brands, that no regulator action and no named news report against them could be found at all, and where that is the case the page says so.
The distance between this page and the list is 30 minutes of published wording. That is a thin thing to build a publication on, which is exactly why it is stated in one sentence at the top of the list rather than buried in a methodology appendix.
About the refusals
- Are the bookmakers on this page unsafe?
- No, and nothing here says so. Every one of them except Mozzart Bet is registered with the Gaming Commission of Ghana and trading normally today. They are off the list because of a published figure and a stated bar, not because of anything alleged against them.
- Why is there no link to any of them?
- Because a publication that refuses to list a bookmaker and then sells the click anyway has not refused anything. The rule would be decoration. There are no outbound links under this section at all.
- Could one of these move onto the list?
- Yes, and it takes one field. A published cash out figure of 30 minutes or under, on a brand the Commission still carries, is the whole test. Several of these are one operator announcement away.
- Is a slower payout the same as a bad bookmaker?
- No. It is one axis, chosen because it is the thing readers of this market complain about and because it is published often enough to compare. A book that pays in an hour and answers the phone may suit somebody better than a book that pays in ten minutes and does not.
